EmergencyPreparedness andResponse
Toensure the safetyof ourpeople, properties, and
thecommunities inwhichweoperate,we regularly
reviewandupdateour emergency responseplans
andprocesses forDolphinEnergyoperational sites.
In2015,we carriedout 25emergency response
drills and tabletops, fourmore than theprevious
year, toensure that in theevent of an incident or
anemergency,weareable toaddress it asquickly
and safelyaspossible.
Amajor emergencyexercisewascarriedout
coveringbothQatar and theKuwait to test the
company’semergency responseproceduresand
communicationat all three levelsof thecompany:
operations site level, country level, and support
teams level. The full-scaleexercise stagedacrane
collapse in theRasLaffanPlant that resulted in
a ruptureandgas release fromamainpipeline.
Over thecourseof theexercise, agasexplosion
occurred that causedmultiplecasualtiesand some
fatalitieswithadisruptionofgasprocessing. The
completionof thisexercisewasamajor success.
Findings from this exercisedebriefwere shared
across the companyandwill beused toenhance
our emergency responseprocess for the future.
Wealso conduct regular emergency response
exercises in collaborationwithother operators
and specializedexternal consultants. In2015,
we carriedout joint exerciseswithOmanGas
Company, AbuDhabiWater andElectricity
Company (ADWEC) andGASCO.
Inaddition to theabove, the ITdepartment
conducted twomajor disaster recovery tests
inbothQatar and theKuwait, simulatingaglobal
failureat data center level requiring the recovery
of all services in remote locations. These tests
were completed in record time (less than24
hours) against thebusiness requirementsof five
days,withahuge improvement in theRas Laffan
toDoha failover test. In2013, recovery timewas
112hours,whichwas reduced to 16.5hours in2015.
Operational andMechanical Integrityof ourAssets
We focusonmaintainingasset integrityby
carryingout inspections, testingequipment,
applying soundengineeringprinciples, and
implementing robust operatingpractices.
Weare committed toperiodicallypatrolling
our pipelinenetworkand surveillance systems
to informour preventivemaintenanceprogram.
EightHSEnetwork inspectionswere conducted
in2015 throughout theKuwaitgasnetwork. These
inspectionshelp to identifymaintenance issues,
andensure routinemaintenance isperformedat
regular intervals toprevent suddenunplanned
failures in critical equipment.
Due toour PlantMaintenance Improvement
Program (SAPIENT), aproject for optimizing
plantmaintenance schedules, thepercentage
of preventativedownstreammaintenance that
dropped from73.5% to55.75%. Automatically
generatedworkordersweredisabledduring
thefirst threequartersof 2015 toallow for the
new configuration; this resulted in lesspreventive
maintenancebeing capturedby the system.
SAPusage isnowback tonormal and in2016
weexpect to return to the level of our 2014
performance in this area.
