PreventingEmissionsofVOCs
Inanatural gasplant, oneof thekey
sourcesofVolatileGasCompound
(VOC)emissionsare leaks from
equipment andpipes, known
as fugitiveemissions. Theseare
unintentional lossesdue towear and
tearon the facility,manufacturing
defectsor corrosion. Since2011,
wehave implementedaFugitive
EmissionsMonitoring (FEM)program
onanannual basis, aimedat reducing
preventable losses to theatmosphere.
Thepurposeof thisprogram is to
monitorpotential leaking sources
fromequipment atouronshoreGas
ProcessingPlant inRasLaffan.
Toperform theLeakDetectionand
Repair (LDAR)program, thecompany
reviews the inventoryof FEM leaking
sourceswithin theplant and
carriesout sourcemonitoringand
taggingof leaks, datahandlingand
management, repairof leaks, and
FEM reportingand re-monitoring
afterfirst repair. Theprogramcovers
a total of 82,916potential leak sources
ofwhich64,983sourcesareaccessible
andmeasured for fugitiveemissions.
In2015, DolphinEnergyconducted
a short campaign for fugitive
emissionsmonitoringasperUS
EPAProtocol,measuringonly
equipment thatwas leakingabove
repair definition in thepast two
consecutivecampaigns. A total
of 1,037accessible sourceswere
measured, and49 sourceswere
identified tobeunder leak repair
definitionwith leaksgreater than
10,000ppm. After thefirst repair
attempt, 10 leakswere repaired
below leakdefinitionand39
leaking sourceswerenot repaired.
Themajorityof the remaining
repairswill beperformedduring
planned shutdowns. Fugitive
emissions intensitydecreasedby
22% from2014 to2015as a result
of theLDARprogram.

against regulatory limits andquickly
takeactions tomitigateproblems.
Over theyears, DolphinEnergyhas
consistentlymet regulatory limits for
NO
x
andSO
2
emissions.
WeperformedacompleteRelative
AccuracyTestAudit (RATA) onall
our combustion sources for quality
assurancepurposes. RATAcompares
data from the facility’sCEMS to
concurrentlycollected reference
method test data, tocheck thevalidity
of facilityemission testingdataand
ensureaccurateemissions reporting.
All combustion sources tested
passed theRATA test for emissions.
In2015,we further progressedwith
theengineeringandmanufacturing
of low-NO
x
replacement burners for
our high-pressure steamboilers.
Thefirst set of newburnerswill be
installedononeboiler during2016,
whichwill be followedbyperformance
tests at the site. Upon successful
testing, theburnerswill be installed
on the remaining threeboilers.
