Throughdialogue, self-assessment andaudits
weverify the complianceof contractorswith
our requirements. Oncea contract is awarded,
DolphinEnergymeetswith the contractor to
further discuss theirHSE&S systems, procedures,
andpractices for implementing theproject.
Prior tomobilization, the contractor is required
to submit their site-specificand contract-specific
HSE&Splan, includinga risk-basedassessment
andmethod statement for performing the
contractedwork safely for our revisionandapproval.
Toensure compliancewithall agreed
requirements andprocedures,we regularly
audit contractorsprior toandduring contracted
work.We conductmonthlyHSE&Saudits for
contractors toensure complianceandpromote
continuous improvement. In2015, the total
monthlyHSE&Saudits for contractors fell by 17%
due to changes inDolphinEnergy’sorganization
structure, and fewer FieldHSE inspections carried
out offshoreas a result of theoff-hireof our
offshorebarge.
Contractorsmust alsonotify the companyof
any incident involvingpersonnel and selected
contractorsmust provideamonthlyHSE&S
performance report toDolphinEnergywith
laggingand leadingKPIs specifiedbyus.
Supplierswith critical issues areasked to follow
uponperformanceanddocumentationor to
take immediateaction. If a contractor doesnot
address critical issues identified, DolphinEnergy
will sometimeshelp them to recruit safetyofficers
and train them to implement the company’sHSE
standards. If this isnot feasible, DolphinEnergy
cancels the contract.

In2015, DolphinEnergy completeda trend
analysis for correctiveactions from contractor
audits conducted in2012, 2013, and2014.We
reviewedaudit reports thatwerepublished in
2012, 2013, and2014DuringMobilization (DM)
andDuringWorkExecution (DWE). For each
typeof audit,we thenanalyzed thenumber of
correctiveactions, the leadingnon-compliances
identified, the severity trendby typeof audit and
the trend for the same contractors auditedduring
bothphases (DM&DWE). The resultsof this
analysiswill informour approach to supporting
our contractors to improve their performance.

DuringDolphinEnergy’s8thAnnual HSE
ContractorsForum2015, heldunder the theme
‘PartneringTowardsHSECitizenship in the
Workplace’, five contractorswereawarded for
their achievements in the categoriesof Contractor
of theYear, Contractor of theYearRunner-Up,
SafetyPoster, SafetyPosterRunner-Up, and
SafetyPoster ThirdPlace.
More than 150participants attended the
Forum, including representatives fromDolphin
Energy’s seniormanagement team. Theannual
meeting’sobjectivesmainly focusedon learning
methods for eliminatingaccidents, encouraged
contractor leaders to reflect onhow their business
performedagainst the company’sHSEmodel,
andmaximizedemployees’ ability toachieve
highperformancewithout risking their lives and
others. Our aim isnot only to leadbyexample,
butwork closelywithour contractors tobuilda
safe, productiveandefficientworkenvironment.
