Engagement at the community level
DolphinEnergy has put in placea
Community LiaisonOfficer (CLO) in the
Kuwaitwho liaiseswith local municipalities
and communities onproject-related
matters andwhoassesses the impacts of
operations or decommissioning activities.
TheCLO is responsible formaintenance of
the stakeholder engagement register and
its update either through theEngineering
Procurement andConstruction (EPC)
contractor/ESIAconsultant or during
the operational phasewith theKuwait
OperationsHSE team.
At Ras Laffan inQatar, DolphinEnergy
participates in regular coordinationwith
local communities through theRLES, RLC,
andRLICCOP. RLC is thegovernment
agencymanagingRas Laffan, and is the
principal interfacewith the surrounding
communities and throughwhichall
communications aredirected. Through
RLC, operators includingDolphinEnergy
are able to collectively engagewith and
respond to community concerns and
share responsibility for resultant mitigation
measures.Any operational impacts are
assessedand anymitigationmeasures
are discussedwith the plant operations
team before committing tounrealistic
expectations.
This process of engagement with the
community at Ras Laffan has been
formalized in theRLICCommunity
OutreachProgramme, an industry led
initiative focusedon creatinga respectful,
trust-basedpartnership between industry
and the community. It focuses on ensuring
a two-way engagement process that
allows for collective innovation and
decision-making. TheRLICCOPhas
establisheda charter with the following
goals:

community andmanage stakeholder
expectations, through continual two-way
dialogue

Manage impacts of our operations both
real and perceived
•
Deliver benefits throughpartnerships
that complement community needs and
our business objectives

Actively link into and compliment the
