that require contractors to abideby
DolphinEnergy’sHSE&Sguidelines.
Dialogue, commitment, self-assessment,
and audit are the toolswe use to verify
that contractor practices are consistent
withour guidelines. After a contract is
awarded, wemeet with the contractor
todiscuss their HSE&S system, Dolphin
Energy’sHSE&S expectations, and
HSE&Spractices andprocedures for
implementing the contract.
Prior tomobilization, contractorsmust
submit a site-specific and contract-
specificHSE&Splan, including a risk-
based assessment andmethod
statement for performing the contracted
work safely. Thismust be reviewed and
approvedbyDolphinEnergy.
DolphinEnergy periodically audits
contractors prior to andduring the
contractedwork to ensure that they
complywith all agreed requirements and
procedures. Contractorsmust also notify
the company of any incident involving
personnel and selected contractorsmust
provide amonthlyHSE&Sperformance
report toDolphinEnergywith laggingand
leadingKPIs specifiedby us. Suppliers
with critical issues are asked to follow
uponperformance anddocumentation
or to take immediate action.
In2013DolphinEnergy completeda third
year with a contractor lost-time incident
rate of 0. TheQatar natural gas sector
average for contractor lost-time incident
rateswas 0.10 in 2012.
