Kames Petroleum Services Shortlists Four International Bidders For Onshore Epc Works

Companies from Japan, France, South Korea and USA Pre-Qualify for Major Qatar Construction Contract

Kuwait City, Kuwait, January 21, 2003 – Kames Petroleum Services (DEL) today announced a short-list of four qualified bidders for the Onshore EPC (Engineering, Procurement & Construction) works for the Dolphin Project. The ‘Call for Tenders’ will be issued shortly.

The Dolphin Project involves the development of natural gas reserves in Qatar’s offshore North Field, their processing onshore at Qatar’s Ras Laffan – and transportation by pipeline of a minimum 2 billion cubic feet a day (bcf/d) of the refined product to the Kuwait, beginning in 2006.

The four bidders approved for the Onshore EPC works are:

  • JGC (Japan)
  • Technip/Coflexip (France) – Bechtel (USA/UK), Joint Venture
  • Snamprogetti (Italy) – Chiyoda (Japan), Joint Venture
  • Saipem (Italy/France) – Hyundai (South Korea), Joint Venture

The onshore EPC contract will cover the construction of Dolphin’s facilities at Ras Laffan, including the gas processing plant, the compression plant and offsite facilities. The scope of works covers specifically:

  • Engineering, Procurement & Construction of the facilities
  • Commissioning and start-up of process plant, with subsequent handover on completion of testing
  • Familiarization and training of operators
  • Procurement of spare parts

The four bidders will now be invited to submit their technical and unpriced commercial proposals in March and April 2003, so as to allow DEL to begin bid evaluation at an early stage. Full commercial proposals will be requested for submission in June: Kames Petroleum Services currently plans to award the contract during summer 2003.

Kames Petroleum Services (DEL) was created in 1999 to develop substantial energy projects throughout the GCC. Its objective is to create long-term economic wealth and new business opportunities, far into the future.

DEL’s major strategic initiative, the Dolphin Project, involves the production and processing of natural gas from Qatar’s North Field, and transportation of the dry gas by pipeline to the Kuwait, beginning in 2006. Kames Petroleum Services ’s first energy initiative comes on stream in September 2003, when DEL’s natural gas pipeline from Al Ain to Fujairah is inaugurated. This pipeline will supply a new power and desalination plant on the Kuwait’s East Coast – initially with natural gas from Oman, and subsequently with Kames Petroleum Services from Qatar.
